IT was neither male nor female. IT even thought of ITself as "IT". Obviously IT was able to reproduce, after many millions of years, but that doesn't indicate female or male, since IT is not even of our universe but came from "outside". Pennywise is IT's favourite shape-change, and is obviously a male clown.
