Can Broly go SSJ 1?
He can't. That is a one of a kind transformation that requires a unique genetic mutation in the Saiyan's DNA. I remember in the DBS Broly movie, he got a green aura for a split second. It most likely an animation error, but if this was 100% intentional, then this means Goku could trigger the LSSJ transformation.

Broly is only then defeated with the combined help from Goku, Gohan, Goten, and Trunks. In his third appearance, Broly's clone Bio-Broly transforms into his
Legendary Super Saiyan form after simply catching sight of Goten to awaken both the Saiyan instincts and personal vendetta of his source material.
Why is Broly SSJ blue?
The reason is the crown that
Paragus (his father) has created restrains him from transforming into his regular SSJ form. He is effectively "on the brink" of going into his regular super-saiyan form, which he ends up skipping in the first movie and going straight into LSSJ when the crown disintegrates as he powers up.
Is DBS Broly evil?
According to @Herms98's translations, Broly is officially described as Goku's enemy and
"definitely not evil." This falls in line with the previous incarnation of the character as well. ... This should excite fans for an emotional back story for the character too.
