Did Tsunade create Byakugou?
It has been speculated that the Byakugou seal itself has something to do with the seal known as 'Karma. ' However, nothing has been confirmed but logically it most likely has nothing to do with the Karma seal. So all in all,
the seal itself wasn't created by neither Mito Uzumaki-Senju or Tsunade Senju.
